Adams County commissioners received updated cost projections Tuesday for a proposed Justice Center project that would renovate the historic courthouse and construct a new building across Third Street to house several county offices.
Representatives from Elevatus and Garmong outlined a two‑part plan that includes moving Superior Court into the courthouse and building a separate facility for the Prosecutor’s Office, Clerk’s Office, Community Corrections, Probation and the Public Defender. The presentation included conceptual layouts and preliminary cost opinions.
The courthouse renovation is estimated at about $7.5 million, according to the discussion. The new building is projected between $12.5 million and $15 million, depending on final design and finishes. Combined, the project is expected to fall in the range of roughly $20 million to $22 million.
Commissioners said they want to move quickly because construction costs continue to rise. The project team noted an estimated 4 percent annual escalation rate, which could increase the total if decisions are delayed.
Parking needs were also part of the discussion. Commissioners said they will need commitments from the City of Decatur regarding available spaces around the courthouse square and the proposed annex site.
The board plans to present the project to the Adams County Council on July 14. No votes were taken Tuesday, and commissioners said further refinement of the design and cost estimates will continue ahead of that meeting.
