Adams County Council Reviews Courthouse Upgrade Details and Project Timeline

During Tuesday’s meeting, the Adams County Council heard additional details about the planned renovation of the historic courthouse and the construction of a new Justice Center support building. The discussion followed the council’s unanimous vote to move the project forward.

Officials explained that the courthouse work will include new restrooms, full replacement of heating and air‑conditioning systems, electrical and plumbing modernization, and structural repairs identified in a previous engineering report. Commissioners said the upgrades are necessary because several systems in the building are nearly 20 years old and boilers have begun to fail. The plan also calls for a new ADA‑accessible ramp at the front entrance, allowing the county to resume using the main doors as the primary point of entry.

Representatives from Elevatus Architecture and Garmong Construction outlined the expected timeline. Design work is projected to take six to seven months, with bidding anticipated in early 2027. Construction is estimated at roughly 18 months. Council members noted that the county has not yet decided whether the courthouse renovation and new building will be built at the same time or in separate phases, and temporary office relocation options are still being evaluated.

Council members also discussed how the project will be financed. They said recent fiscal discipline has allowed the county to build reserves large enough to pay for about half of the project in cash. The remainder would be financed through a bond or loan. Multiple members emphasized that the plan does not require a tax increase and should not prevent future tax cuts, though the auditor urged caution due to uncertainty surrounding state‑level changes tied to Senate Bill One.

Council members said the county’s current excess revenue—described as roughly $2.6 million annually across its most flexible accounts—provides room to absorb the anticipated loan payment while maintaining the ability to consider tax reductions later in the year.
