Geneva Council Opens Bid for 2026 Street Paving Project

GENEVA, Ind. — All members of the Geneva Town Council were present for Tuesday’s meeting, along with Clerk‑Treasurer Angie Sprunger and Town Manager Matt Bullock. Town Attorney Nick Miller was absent.

Community Crossings Grant — Bid Opened

Under old business, the council opened the town’s single bid for the 2026 Community Crossings Matching Grant paving package. The bid was submitted by Brooks Construction, which has completed prior street work for the town.

The proposal listed individual street costs but did not include a printed grand total. After adding the line items, council members estimated the overall project at approximately $375,000, which falls below the amount the town had budgeted for its required 20–25% match.

Street Segments and Estimated Bid Amounts

Brooks Construction’s bid included the following work:

  • Butcher Street to Winchester Street — $114,689.97
  • Sixth Street (Main Street to U.S. 27/Short Street) — $26,475.11
  • Winchester Street (Spring Street north to corporate limits) — $53,915.09
  • Short Street (Sixth Street to Shackley) — $18,191.84
  • William Street (Sixth Street to Kosa Street) — $36,612.92
  • Fourth Street (Main Street to William Street) — $17,319.19
  • East Lake Road (Winchester to East Shore Drive) — $58,621.30
  • Harrison Street (Winchester to Richfield Lane) — $13,552.40
  • Bristol Drive (Winchester to dead end) — $30,046.17
  • West Rangold Street (U.S. 27 to dead end) — $4,533.72

Provisional Acceptance

The Indiana Department of Transportation has given the town a verbal indication that the project will be funded, but the state requires the bid packet before issuing a formal award.

To keep the process moving, the council voted unanimously to provisionally accept the Brooks Construction bid, contingent on state approval. The action allows the town to forward the bid to INDOT but does not commit the town to awarding the contract until the grant is officially approved.

Town Manager Bullock will distribute copies of the bid to Attorney Miller and others for review.
