Geneva Updates Golf Cart, ORV Rules to Clarify Operator Requirements

GENEVA — The Town Council on Tuesday approved Ordinance 2026‑5, a housekeeping update to the town’s rules for golf carts and off‑road vehicles, clarifying who may operate them and how violations are handled.

The ordinance sets a clear operator requirement: drivers must be 18 or older or hold a valid driver’s license. It also standardizes fine amounts for violations, replacing older language that left enforcement inconsistent.

Council members emphasized that the measure does not add new restrictions on equipment or usage. The ordinance does not require seatbelts, child restraints, or additional safety gear, and it does not change where golf carts or ORVs may be driven in town.

The update was described as a clarification aimed at reducing confusion among residents and ensuring consistent enforcement.

“All in favor of adopting this motion… That passes,” the council president said.
