Berne Plan Commission signs off on secondary plat for fringe‑area subdivision

County sewer and drainage approvals clear the way for development; officers retained for 2026

BERNE — The Berne Plan Commission on Tuesday approved the secondary plat for a fringe‑area subdivision after confirming sewer and drainage work met county standards.

The commission first reorganized for the year, voting to retain Rod as president, Jim as vice president and Ted as secretary.

Shannon reported that the subdivision, located in the city’s fringe, will use the Adams County Regional Sewer District system and private wells for water. The sewer district submitted documentation confirming installation and testing, and the Adams County Drainage Board reported the stormwater system was substantially complete. No city departments were required to sign off.

Commission members briefly discussed the city’s water‑line limits and the irregular boundaries of the current fringe area, which Berne and county officials have begun reviewing for possible updates.

After a short discussion, the commission unanimously approved the secondary plat. The developer said the road is already in place and at least one potential buyer has expressed interest.

A Berne plat on the city fringe is a subdivision proposal located outside the Berne city limits but inside the city’s designated fringe jurisdiction, where the Berne Plan Commission has authority over subdivision layout even though the land remains under county control for utilities and drainage. In this area, the developer must follow Berne’s subdivision standards, the Adams County Regional Sewer District handles sewer installation and provides the required approval letter, stormwater plans are reviewed by the Adams County Drainage Board, and water service is not provided by the City of Berne, leaving lots to use private wells unless annexation occurs. The Plan Commission’s role is limited to confirming that the plat meets Berne’s ordinance and that improvements match the approved primary plat, while all other infrastructure responsibilities remain with the county.

In other business, the commission approved minutes from its Nov. 11 meeting. The next meeting is expected in July.
